After a blank, last year, the 2007 vintage should be that of the "big bang" budget: parliamentarians entitled finally a look and vote on all of the expenses of the State, the first to the last euro, and not on the only new appropriations in Finance Act, Ministers to justify every line, or almosttheir budget, and public policy effectiveness carefully assessed by some 1,200 indicators of performance. Is the novelty that was to bring to the review of the draft budget law for 2007 reform of the budgetary procedure resulting in the organic law on the statutes of Finances (LOLF) adopted in 2001.
The two "fathers" of the LOLF, former Minister for the Budget Alain Lambert (UMP) and the MP Didier Migaud (PS), must submit Thursday to the Government, a review of application mixed on the implementation of this reform. Among frequent members of the budgetary debate, the initial enthusiasm for the LOLF gave way to some disappointment, visible at the time when the National Assembly begins today, the component review expenses of PLF 2007.

Frustration and disappointment
While they expected to move significant amounts of credits, members of Parliament were left frustrated in the discussion of the 2006 PLF, the first "LOLF mode". Here, 70 million euros could be moved to the enhancement of the heritage of network Ferré de France to the regeneration of the networks. Of very uneven quality from one Department to another, often incomplete, sometimes incomprehensible, not always relevant, "they have been selected by the administration", notes Hervé Novelli (UMP). Absence of any assessment
Some departments, such as that of overseas, let him blank the whole indicators, such as those relating to the conditions of life in the DOM - TOM. "The pedagogy of the LOLF remains to be done," said Hervé Novelli. Spokesman of the UMP Group on budgetary matters, Hervé Mariton regrets his side "very incomplete information on the year 2005" and "the absence of any assessment on the implementation of the year 2006". "It is very frustrating to pronounce on the 2007 spending without indications on the results of 2006," he added, in concluding "essential to ensure that Parliament has, at this stage of the year, an evaluation of the actions of the State on the first nine months." In consideration of the budget appropriations, "much progress still to be made," summarizes Hervé Mariton.
But it will not be for this year. As the majority is, this time, particularly anxious not to put the Government on the spot on the last budget. Even the defence appropriations should pass as a letter in the mail.
